EU-US summit
A high-level meeting between U.S. President Joe Biden, European Council President Charles Michel and European Commission President Ursula von der Leyen is set to be held in Washington.

Council of Ministers


Monday 16 October

Eurogroup
The ministers will gather in Luxembourg to deliberate Euro area priorities in the Recovery and Resilience Plans, the implementation of the euro area recommendations, and digital euro. The discussion will be followed by the meeting in inclusive format featuring the debates on Transatlantic economic dialogue, the future of European capital and financial markets, and preparation of the Euro Summit.

Environment Council
EU environment ministers will seek to reach an agreement on a proposal to revise the urban wastewater treatment directive and a proposal to review the regulation for CO2 emission standards for new heavy-duty vehicles. The Council is expected to approve the conclusions which will serve as the EU’s general negotiating position at the UN Climate Change Conference (COP28) and the submission of an updated nationally determined contribution (NDC) to the UNFCCC, the UN climate convention.

Tuesday 17 October

Economic and Financial Affairs Council
EU Ministers of Economy and Finance will debate the proposed reform of the EU’s economic governance framework, a set of common rules for national fiscal and economic policies which apply to all member states. Ministers will exchange views on the state of play of the implementation of the Recovery and Resilience Facility (RRF), the economic and financial impact of Russia’s aggression against Ukraine, and financial services legislative proposals. The Council will seek to approve conclusions on climate finance in preparation for the UN Climate Change Conference (COP 28).

Transport, Telecommunications and Energy Council
EU energy ministers will debate a proposal to amend the EU’s electricity market design rules to make electricity prices less dependent on volatile fossil fuel prices and shield consumers from price spikes, notably by improving the way the long-term electricity market works. The Commission will inform ministers about the European Energy Efficiency Financing Coalition and the draft updated national energy and climate plans (NECPs), with a focus on the state of play of submissions and Commission assessments.

Thursday 19 – Friday 20 October

Justice and Home Affairs Council
EU Ministers will meet in Luxembourg where they are expected to discuss the political governance of the Schengen Area, including the full application of the Schengen acquis in Romania, and exchange views on the Pact on Asylum and Migration. On Friday, the discussions will focus on the Directive harmonising certain aspects of insolvency law, Russia’s war of aggression against Ukraine: fight against impunity, judicial cooperation with Latin America to fight organised crime, conclusions on digital empowerment and fundamental rights, and the EU-Western Balkans Ministerial Forum on Justice and Home Affairs.

Gentiloni meets US Secretary of the Treasury
Commissioner Paolo Gentiloni will hold a meeting with Janet Yellen, US Secretary of the Treasury, in Luxembourg.

Hoekstra meets Spanish officials
Commissioner Wopke Hoekstra will meet with Teresa Ribera, 3rd Vice-President and Minister for the Ecological Transition and the Demographic Challenge and José Manuel Albares, Minister for Foreign Affairs, European Union and Cooperation of Spain in Madrid.

Von der Leyen in Albania
President Ursula von der Leyen will visit Albania where she is expected to attend the Berlin Process Summit and take part in the inauguration of the liaison office of the College of Europe in Tirana.

Tuesday 17 October

College of Commissioners
Commissioners will gather in Strasbourg where they are expected to discuss 2024 Commission work programme, Action Plan on anti-drug trafficking, including European Ports Alliance, and the legislative proposal amending the visa suspension mechanism.

Hoekstra meets officials in Paris
Commissioner Wopke Hoekstra will arrive in Paris, where he will hold meetings with Christophe Bechu, Minister for Ecological Transition and Cohesion of the Territories, Agnès Pannier-Runacher, Minister for the Energy Transition of France, and Fatih Birol, Executive Director of the International Energy Agency.

Wojciechowski in Strasbourg
Commissioner Janusz Wojciechowski will participate in the European Food Forum in Strasbourg.

Wednesday 18 October

Von der Leyen participates in the EP plenary debates
President Ursula von der Leyen will participate in the EP plenary debate on the terrorist attacks of Hamas against Israel and on preparation of the European Council meeting of 26-27 October 2023.

Gentiloni receives Apostolic Nuncio to the European Union
Commissioner Paolo Gentiloni will meet with Noël Treanor, the Apostolic Nuncio to the European Union.

Reynders in Barcelona
Commissioner Didier Reynders wil arrive in Barcelona to participate in the International Competition Network (ICN) Annual Conference and meet with Lina Khan, Chairwoman of the US Federal Trade Commission.

Thursday 19 October

Reynders and Hahn receive Hungarian Ministers for EU Affairs and of Regional Development
Commissioner Didier Reynders together with Commissioner Johannes Hahn will hold a meeting with János Bóka and Tibor Navracsics, Hungarian Ministers for EU Affairs and of Regional Development.

Johansson participates in the Justice and Home Affairs Council
Commissioner Ylva Johansson will participate in the Justice and Home Affairs Council in Luxembourg.

Hoekstra meets with officials in Berlin
Commissioner Wopke Hoekstra will meet with Wolfgang Schmidt, Head of the Chancellery and Federal Minister for Special Tasks, Jörg Kukies, State Secretary and EU affairs advisor to the Chancellor, Robert Habeck, Vice-Chancellor and Federal Minister for Economic Affairs and Climate Action of Germany, and Jennifer Morgan, State Secretary and Special Envoy for International Climate Policy.

Friday 20 October

Reynders meets Ministers of Justice of Romania and Finland
Commissioner Didier Reynders will meet with Alina-Ștefania Gorghiu, Romanian Minister of Justice, and Leena Meri, Finnish Minister of Justice, in the margins of the Justice and Home Affairs Council.

Hoekstra in Prague
Commissioner Wopke Hoekstra will arrive in Prague where he is expected to participate in an industrial roundtable with energy, agrifood, automotive and banking stakeholders, meet with Jozef Síkela, Minister of Industry and Trade, Petr Hladík, Minister for the Environment, and Martin Kupka, Minister of Transport of Czech Republic.

European Economic and Social Committee


Monday 16 October

Corruption in public procurement and its impact on internal market
EESC will hold a public hearing focusing on the issues such as corruption in public procurement not involving EU funding, digitalization of the public procurement market as a way to improve transparency, and sustainability as an over-arching objective. It will also explore the need to regulate lobbying at both national and EU level and to reinstate the anti-corruption reports and it will take on board the role of civil society organisations in combating corruption.

Thursday 19 October

Combatting antigypsyism: identifying possible measures
The permanent group on Inclusion of the Roma will hold a public hearing on the new EU Roma strategic framework which foresees cutting the proportion of Roma experiencing discrimination by at least half by 2030. The hearing will look at the current situation with regard to antigypsyism, discussing measures foreseen in the national strategic frameworks aimed to tackle antigypsyism and possible responses to this problem.

Including newcomers: from European to the local context
Hybrid conference, organised by the EESC’s permanent group on immigration and integration, will aim to examine the success and lessons learned of integration and inclusion as an EU policy as well as a reality facing many cities and regions in the EU.

Thursday 19 – Friday 20 October

9th Western Balkans Civil Society Forum
The EESC will organise its 9th Western Balkans Civil Society Forum in Thessaloniki, Greece. The main topics on the agenda will include the state of democracy in South East Europe: civil society “health test” on the road to EU enlargement, 2023 European Year of Skills in South-East Europe and Western Balkans, and civil society’s contribution to the implementation of the Green Agenda and sustainable development of the South-East Europe.

Friday 20 October

New impetus for Europe’s Single Market and industrial policy
EESC will host a public hearing in conjunction with its exploratory opinion on the industrial strategy and the future of the Single Market, which was requested by the upcoming Belgian presidency. The debate will focus on exploring the possible benchmarks for improving the competitiveness and legislative process in the EU as well as best practices in the Member States in regard to the functioning of public services, industrial policies, digitalisation, and sustainability.

Wednesday 18 – Thursday 19 October

ECON Commission Meeting and Conference in Wismar
ECON Commission of the Committee of the Regions will hold its external meeting and conference in Wismar, Germany. The participants will discuss 2022 Annual Report on Competition Policy and the report on “EU Cyber Solidarity Act and Digital Resilience.” ​In addition, members will hold a debate following the presentation of the CoR study: “Effective decentralisation in the context of the European Semester and beyond.” A conference on ” Strengthening Digital Resilience A precondition for successful digital transformation in EU Regions” will take place on Thursday.

Thursday 19 October

Territories as leaders in responsible research and innovation
​The conference will bring together diverse participants from across Europe: project partners in ongoing or recently completed RRI-focused projects, stakeholders and decision-makers in STI at different levels of governance (local, regional, national), as well as representatives of the Research Executive Agency of the European Commission, DG Research and Innovation, the Committee of the Regions.

13th EGTC Platform meeting
The European Grouping of Territorial Cooperation (EGTC) Platform integrates, through the coordination of the European Committee of the Regions, political and technical representatives of all the existing EGTCs. The Platform aims to facilitate the exchange of experiences on the ground, promoting the EGTC as a tool for territorial cohesion and giving visibility to EGTC projects while supporting the consultative works of the CoR in cross-border issues.

Spanish Presidency


Monday 16 – Tuesday 17 October

Conference on “Democracy, Reading and the Right to Information in Books, Reading and Libraries”
The first day of the conference will address the coordination of a common European book agenda, focusing on promoting reading, ensuring the sustainability of the book chain and developing a common European policy for the book sector. On the second day, European experts will discuss the future Common European Data Space and the implementation of the latest EU Recommendation on 3D digitisation.

Tuesday 17 – Thursday 19 October

Technical conference on “Cultural landscapes as a paradigm of resilience and sustainability”
This international conference will give the participants an opportunity to debate, reflect and analyse the most sensitive and strategic issues affecting Cultural Landscapes, with recognised experts, in order to continue disseminating, raising awareness and giving value to this heritage category, which is so crucial for the sustainable development of territories, and in line with the commitments made by Spain with the ratification of the European Landscape Convention in 2007.

Thursday 19 – Friday 20 October

Informal meeting of trade ministers
EU Trade Ministers will gather in Valencia, Spain, where they will join two working sessions on trade aspects of the Communication on Economic Security and bilateral trade negotiations with India, followed by a working lunch on the topic of “State of play of bilateral trade negotiations and progress on agreements already negotiated.”

The European Pillar of Social Rights and the new active employment policies
The Conference organised by the Spanish Ministry of Labour and Social Economy will analyse the status of the European Pillar of Social Rights, the ongoing initiatives of the Pillar’s Action Plan and the new employment policies. Participants include the European Network of Public Employment Services, experts and national representatives.

The future of Sustainable Finance – Disclosure and Reporting
The European Investment Bank (EIB) and the Instituto de Crédito Oficial (ICO) will hold the event entitled “The future of Sustainable Finance – Disclosure and Reporting: from setting up rules to Action and Impact” in Madrid. The event will shed light on the new rules on Corporate Sustainability Reporting and extend the current discussion on the EU’s Corporate Sustainability Reporting Directive (CSRD) and European Sustainability Reporting Standards (ESRSs).

29th Lisbon Forum

The 29th edition of the Lisbon Forum will address the theme “Human Rights, Environment and Economic Crimes: Youth at the forefront.” Building on the Council of Europe’s priorities established at the Reykjavik Summit in May 2023, the Forum will explore the intricate connections between economic crimes, corruption, and environmental issues. It will emphasize the pivotal role that young people play as catalysts for change in the ongoing battle against corruption, particularly in safeguarding the environment.

Conference on Combatting Trafficking in Human Beings
Vienna Conference on Combatting Trafficking in Human Beings entitled “Boundaries and Frontiers in Human Trafficking” will feature a panel discussion and four thematic workshops with victim protection institutions, international organisations, intergovernmental institutions, NGOs and experts. In four workshops focusing on the issues of labour exploitation, cross-border protection of victims, child trafficking and the impact of new technologies, participants will attempt to develop effective measures to combat this heinous crime.
