Road to European elections: A stronger Europe in the world by 2030?
The European Union is faced with security challenges of global proportions. In light of the evolving security landscape and the threats posed by conflicts within the continent and in the EU’s neighbouring regions, this discussion will explore how the EU can develop a defence and security policy fit for the changing geopolitical context we live in. The panel aims to debate strategies for streamlining EU defence policies, fostering enhanced collaboration among member states, and investing in cutting-edge research and development. The event will take place in Helsinki and online.

European Council


Thursday 21 March – Friday 22 March 

European Council
Over the course of a two-day summit, EU leaders will discuss continued support for Ukraine in the face of Russia’s war of aggression, security and defence, the unfolding situation in the Middle East, enlargement, external relations, migration, agriculture and the European Semester. The leaders will also have a lunch with UN Secretary-General António Guterres. A Euro Summit will be held in the margins of the meeting.

Council of Ministers


Monday 18 March

Foreign Affairs Council
The Foreign Affairs Council will discuss the Russian aggression against Ukraine, after an informal exchange of views with Ukraine’s Minister of Foreign Affairs Dmytro Kuleba via VTC at the beginning of the discussion. The Council will exchange views on the latest developments in Belarus, focusing on the deteriorating human rights situation and the continued support provided by the Belarusian regime to Russia’s war of aggression against Ukraine. EU Foreign Affairs Ministers will also discuss the situation in the Middle East, including developments on the ground and in the wider region.

Tuesday 19 March 

General Affairs Council
Ministers will continue preparations for the European Council meeting on 21 and 22 March by discussing draft conclusions. At their upcoming meeting, EU leaders are expected to address: Ukraine, security and defence, Middle East, enlargement and other issues.

The European Commission published its communication on “No place for hate: a Europe united against hatred” in December 2023 as a call for action to all Europeans to stand up against hatred and speak up for tolerance and respect. This hearing will invite relevant actors to discuss the measures in the communication and how civil society can contribute to address this surge in hatred.

Wednesday 20 March

Nature Restoration Law in the focus of Civil Society
The Civil Society Organisations’ Group will hold a thematic debate on the Nature Restoration Law during its meeting on 20 March 2024. The Group itself includes representatives from farmers’, consumers’ and environmental organisations from the 27 EU Member States.

10th European Summit of Regions and Cities – Mons 2024
For its 10th edition, which coincides with the 30th anniversary of the European Committee of the Regions, the Summit will tackle topics at the heart of regions and cities’ concerns, such as democracy, sustainable development, the future of the European Union and its enlargement, the need to ensure social, economic and territorial cohesion, as well as dealing with the consequences of the war against Ukraine. Global challenges will be addressed by bringing together different perspectives from across the world.

Friday 22 March

22nd NAT Commission meeting
The 22nd NAT commission meeting will take place at the European Committee of the Regions. The following opinions will be discussed and adopted: The Future of the Common Agricultural Policy, Addressing medicine shortages and Creating an EU Blue deal from an agriculture and rural development perspective across EU Regions.

Belgian Presidency

European Humanitarian Forum – EHF24
The European Humanitarian Forum (EHF24) takes place in the context of sharply increasing global humanitarian needs, at a time of shrinking humanitarian space, increasingly complex and protracted conflicts, the politicisation of aid, and increasing vulnerabilities due to climate change. The Forum will feature a ministerial-level pledging session as well as high-level panels on key topics and challenges that the humanitarian system faces. Moreover, space will be given to Humanitarian Talks, proposed and led by partner organisations and humanitarian stakeholders.

A peer to peer event with export control experts from the different EU member states will be organized in Ghent, during which relevant topics will be discussed in an informal way. This event will take place in addition to the formal meetings of the Informal Working Party on Dual-Use Goods.

Seminar: 24 years of the Women, Peace and Security (WPS) Agenda
The theme will focus on the ‘inclusion of women in peace processes’ as a cornerstone for lasting peace and security. The seminar will also examine the added value and implications of the Women, Peace and Security (WPS) Agenda for the missions and operations of the EU’s Common Security and Defence Policy (CSDP) and the EU’s Work Programme.

European Committee of Social Rights to present its 2023 Conclusions relating to children, families and migrants and its Findings for 2023
The European Committee of Social Rights (ECSR) will present its conclusions for 2023 via an online press conference. Within the framework of the reporting procedure, the Committee examined 34 state reports relating to provisions of the European Social Charter belonging to the thematic group “Children, Families, and Migrants”. On the same occasion, the ECSR will also publish its Findings for 2023, which contain assessments of follow-up regarding 58 decisions in collective complaints procedure concerning eight countries: Belgium, Bulgaria, Finland, France, Greece, Ireland, Italy, and Portugal.

GRETA plenary meeting and 15th anniversary
The Group of Experts on Action against Trafficking in Human Beings (GRETA) will hold an event on the occasion of its 50th plenary meeting and 15 years of monitoring of the implementation of the Council of Europe Convention on Action against Trafficking in Human Beings. Deputy Secretary General Bjørn Berge, Chair of the Committee of the Parties Maria Spassova and Deputy Permanent Representative of Liechtenstein to the Council of Europe Helen Lorez-Schweig will make opening statements.
