United front: Mobilising against gender-based violence and online abuse
As part of the 16 Days of Activism against Gender-Based Violence, this event aims to address the initiatives and challenges for the new EU leadership in tackling gender-based violence, promoting gender equality and in safeguarding women’s safety and rights. The panel discussion will also delve into protecting girls and women from AI abuse online, taking into account Microsoft’s white paper “Protecting the public from abusive AI-generated content”.

Council of Ministers


Monday 18 November

Agriculture and Fisheries Council
Based on information from the European Commission and Member States, agriculture ministers will discuss the situation of agricultural markets and commodities. The Ukrainian Minister for Agrarian Policy and Food, Vitalii Koval, is expected to join the ministers prior to their discussion and to address the Council. The Council will also hold an initial exchange of views on the 2025 fishing opportunities in the Atlantic and the North Sea and in the Mediterranean and the Black Seas.

Foreign Affairs Council
EU Foreign Affairs Ministers will discuss the Russian aggression against Ukraine, after an informal exchange of views with the Minister of Foreign Affairs of Ukraine Andrii Sybiha, via videoconference. The Council will also exchange views on the situation in Georgia, in light of the parliamentary elections held on 26 October. EU Ministers are also expected to discuss transatlantic relations in light of the outcome of the US presidential and parliamentary elections of 5 November.

Tuesday 19 November

Foreign Affairs Council
The defence segment of the Foreign Affairs Council will discuss EU military support to Ukraine, and hold an informal exchange of views with the Minister of Defence of Ukraine Rustem Umerov and the advisor to President Zelenskyy on Strategic Affairs Alexander Kamyshin, via videoconference, as well as NATO Secretary-General, Mark Rutte, who will join ministers in person. The Council will also hold a discussion on defence readiness and preparedness, against the background of the report “Safer Together – Strengthening Europe’s Civilian and Military Preparedness and Readiness” recently presented by the special adviser to the President of the European Commission, Sauli Niinistö, who will join ministers for an informal exchange of views.

General Affairs Council
Ministers will start preparations for the European Council meeting on 19-20 December 2024 by discussing an annotated draft agenda. As part of the annual rule of law dialogue, ministers will hold a country-specific discussion. They will focus on the rule of law situation in Malta, the Netherlands, Austria and Poland. As part of the Article 7(1) TEU procedure, the Council will also take stock of developments regarding respect for the EU values in Hungary.

Thursday 21 November

Foreign Affairs Council
The Foreign Affairs Council, in its Trade configuration, will exchange views on the future of the EU’s trade policy with particular regard to ongoing and stalled negotiations. EU Ministers will also discuss the state of play of the trade relations with the US.

Protecting Europe’s most vulnerable through sustainable and affordable housing
The conference will discuss the ways in which the EU and its Member States can improve housing conditions across Europe, so that they become more inclusive, affordable and sustainable. The conference will explore innovative solutions that could help tackle housing poverty, and will hear about the specific housing challenges that certain groups face when looking for adequate housing.

European Alliance of cities and regions for the reconstruction of Ukraine – political level
The Alliance was launched by the CoR and its partners to coordinate their joint efforts directed towards helping the recovery and reconstruction of Ukraine.​ The political-level meeting of the European Alliance for Cities and Regions for the Reconstruction of Ukraine, scheduled for November 21st in Brussels, will focus on discussing the achievements and legacy of the Alliance. This meeting will serve as a milestone on the path between the Ukraine Recovery Conference 2024 (URC2024) and URC2025. The primary aim is to reinforce the commitment to the local and regional dimensions of the reconstruction process, emphasizing the importance of localizing recovery efforts.

Monday 18 November – Tuesday 19 November 

Informal meeting of ministers responsible for demography
The discussions will focus on the means to achieve intergenerational cooperation and the positive effects it can have in addressing demographic challenges. The event will also address measures that can promote active aging and preserve elderly people’s health, especially their mental health, and means to better harness the untapped potential of elderly people in light of changing demographic realities. The second part of the discussions will examine how to support housing and employment opportunities for young people, as well as their well-being, with special attention to their mental health.

FRA presents key child protection findings to EU Child Rights Network
FRA will take part in a meeting of the EU Network for Children’s Rights. FRA will present insights and outputs from its integrated child protection systems project. It will highlight findings, including from the 2023 update on mapping child protection systems in the EU. FRA will also lead a workshop on strengthening coordination and multidisciplinary approaches in child protection.

Tuesday 19 November – Thursday 21 November

FRA joins first Eastern Partnership Civil Society Summit
FRA will take part in the 1st Eastern Partnership Civil Society Summit. The event will discuss the future of Eastern Partnership multilateral cooperation and the role of civil society in the enlargement agenda. There will be a particular emphasis on effective implementation of rule of law reforms. Discussions will also focus on creating an enabling environment for civil society and the enlargement policy agenda.

Thursday 21 November

EU funds and fundamental rights compliance
FRA will present its report on EU Funds: Ensuring compliance with fundamental rights at a meeting of the Member States’ expert group on the Common Provisions Regulation for EU Funds. FRA will focus on the need for compliance with the EU Charter of Fundamental Rights as a horizontal enabling condition for the EU Funds. It will also cover the role of national fundamental rights bodies in that process, based on the report’s findings.
