Renewing Economic Integration in the EU Single Market
The Single Market, a cornerstone of the EU’s achievements, was established three decades ago and has significantly contributed to economic, political, and social integration, fostering prosperity for EU citizens. Despite its initial success, attempts to deepen the Single Market have faced obstacles over the past decade. Against a backdrop of crises, climate change, technological innovation, and global volatility, there is an urgent need to rejuvenate European integration. This half-day event organised with European Round Table for Industry (ERT) at Autoworld will feature key speakers such as Belgium’s Minister of Foreign affairs, European affairs and Foreign trade, Hadja Lahbib, European Commission Executive Vice-President Margrethe Vestager and discussions on critical topics, including a Digital Single Market for tech and innovation and a Single Energy Market to support the Green Deal.

Monday 19 February

Foreign Affairs Council
The Foreign Affairs Council will be chaired by the High Representative for Foreign Affairs and Security Joseph Borrell. Few days ahead of the second anniversary of the beginning of the war, the Foreign Affairs Council will discuss the Russian aggression against Ukraine, after an informal exchange of views with Ukraine’s Minister of Foreign Affairs Dmytro Kuleba via VTC at the beginning of the meeting. The agenda also features an exchange of views on the situation in the Middle East, including developments on the ground and in the wider region. The Council will also be informed about the latest developments in the Sahel, and discuss its engagement with the region. The Foreign Affairs Council will discuss current affairs during which ministers will be able to exchange views on recent events and on fast-moving developments in external relations.

Tuesday 20 February

EU-Georgia Association Council
The 8th meeting of the EU-Georgia Association Council will take place in Brussels. The meeting will be chaired by the High Representative for Foreign Affairs and Security Policy Josep Borrell. The Prime Minister of Georgia Irakli Kobakhidze will lead the Georgian delegation. The meeting will focus on Georgia’s EU accession path, political dialogue and reform, economic and sectoral cooperation, trade and trade-related matters, and peaceful conflict resolution. During a restricted session, EU and Georgia’s representatives will exchange views on foreign and security policy, notably regional issues and cooperation on security and defense.

General Affairs Council
Ministers will start preparations for the European Council meeting on 21 and 22 March 2024. As part of the Article 7(1) TEU procedure, the Council will take stock of developments regarding the rule of law in Poland.

Conference on “Housing crisis in Europe – the way forward?”
The conference will take stock of the progress made since the launch of the Renovation Wave Strategy as part of the European Green Deal and address some of the main challenges. As the availability and affordability of decent housing is an issue of growing concern to Europeans, particularly young people, the conference will examine the housing conditions and needs of young people. Finally, the conference will look at how to simplify and make more coherent the multiple funding systems for investment in social and affordable housing.

“Meet the champions of excellence” is a flagship event of the European Year of Skills, jointly organized by the European Economic and Social Committee (EESC) and the European Commission. It will show inspiring skills of young people and highlight the value of vocational education and training as an effective learning and career path.

Informal meeting of tourism ministers
The plenary session will focus on the monitoring and evaluation of the Transition Pathway for Tourism. Member States will be asked to express their views on the content and development of the Commission’s evaluation report and present innovative policies and projects that respond to the issues raised by the Transition Pathway. The twofold transition of the sector – digital and sustainable – will be a central theme.

Research perspectives on the health impacts of climate change
Climate change is a global challenge that puts pressure on the planet and has significant impacts on human health. Research and innovation are crucial to understanding, preventing and mitigating the effects of these threats. However, there are still many knowledge gaps and untapped innovation opportunities. The conference will bring together climate change and health researchers, funders and policy-makers to reflect upon the current challenges, priorities and needs for research and researchers in this field.

European conference on local youth work and democracy
The European conference on Local Youth Work and Democracy will bring together about 350 participants from the Member States of the European Union and of the Council of Europe. The event builds on the synergies deriving from the Strategic National Agency Cooperation projects, Europe Goes Local and Democracy Reloading. These networks focus on enhancing the quality of youth work and the participation of young people on the local and municipal level.

Informal Eurogroup
The Eurogroup’s main task is to ensure close coordination of economic policies among the euro area member states and promote conditions for stronger economic growth. Policy coordination among the euro area countries is crucial for ensuring stability in the euro area as a whole. The Eurogroup’s discussions therefore cover specific euro-related matters as well as broader issues that have an impact on the fiscal, monetary and structural policies of the euro area member states. It aims to identify common challenges and find common approaches to them.

beEU citizen panel
During the Belgian presidency of the Council of the EU, 60 citizens living in Belgium will be randomly selected to participate in a discussion on the development of artificial intelligence in Europe. The aim is to collect the opinion of Belgian citizens on the direction that Europe should take on artificial intelligence during the next period of European governance (2024-2029).

The Congress of Local and Regional Authorities conducts a country visit in Latvia
A delegation from the Congress of Local and Regional Authorities composed of rapporteurs Jorge Sequeira and Gobnait Ni Mhuimneacain, will carry out a monitoring visit to the country to assess the application of the European Charter of Local Self-Government since the previous monitoring report adopted by the Congress in 2018. The delegation will meet with Inga Bērziņa, Minister of Environmental Protection and Regional Development, as well as the Latvian delegation to the Congress and representatives of various institutions at all levels of government in Latvia.

Ceremony on the two years of Russia’s war of aggression against Ukraine
The Council of Europe will hold a ceremony to mark two years of Russia’s war of aggression against Ukraine, followed by an extraordinary meeting of the Committee of Ministers (broadcast live). From 19 to 23 February, the Council of Europe will also host an exhibition by the Franco-Ukrainian photographer Youry Bilak, containing 23 photographs of children taken after 24 February 2022 in several Ukrainian towns (Boutcha, Irpin, Hostomel, Borodyanka, Tchernihiv, Vinnytsia, etc.).
