Council of Ministers


Monday 25 November 

Education, Youth, Culture and Sport Council
Ministers from EU member states responsible for youth and education will meet in Brussels to discuss a range of topics. On Monday, ministers for youth are expected to approve conclusions on providing ‘glocal’ opportunities for young people living in rural and remote areas, and will discuss the evolving demographic trends shaping opportunities for rural youth. In the afternoon, education ministers will seek to adopt a recommendation on attractive and sustainable careers in higher education, and will hold a policy debate on boosting future-proof skills and competitiveness through higher education.

Tuesday 26 November 

Education, Youth, Culture and Sport Council
During the morning session, the Council will turn its attention to sport. Ministers will seek to approve conclusions on fostering the lasting legacy of major sporting events, and discuss the role of a European Sport Model. Later that day, under culture and audiovisual affairs, ministers are expected to approve conclusions on improving access to culture and will take part in a policy debate on the role of libraries in media literacy development.

Thursday 28 November 

Competitiveness Council
Ministers are expected to approve Council conclusions on the future of European competitiveness. The conclusions consist of industry ministers’ responses following publication of the Draghi report entitled ‘The future of European competitiveness’. Ministers are also expected to exchange views on better regulation in the EU. Ministers will be invited to discuss the current state of play of the better regulation agenda – also in connection with the Draghi report – and to identify pathways for improvement.

General Affairs Council
Ministers will hold a policy debate on strengthening the key assets of cohesion policy and how to improve the shared management of cohesion funds in line with the principle of subsidiarity in the future. The Council is also expected to approve conclusions on the role of cohesion policy in addressing demographic challenges in the EU.

Friday 29 November 

Competitiveness Council
Ministers responsible for research are expected to adopt Council conclusions on strengthening the competitiveness of the EU and overcoming the fragmentation of the European Research Area based on the experiences implementing the ERA Policy Agenda (2022-2024). Ministers are also expected to adopt Council conclusions on a potential Europe-wide research and innovation initiative on advancing sustainable natural resource management, food systems security and the deployment of the bioeconomy, harnessing the potential of Central and Eastern Europe (BIOEAST, partnership).

Tackling the Rise of the Cost of Living
Russia’s invasion of Ukraine – in addition to the COVID-19 pandemic – and its consequences have brought humanity’s most pressing global challenges into the limelight. Climate change, rampant poverty and the erosion of political and civic freedoms have resurfaced as political priorities because of the fundamental need to ensure food, energy and income security. The aim of the conference on “Tackling the rise of the cost of living” is to gather key experts to discuss what needs to be done to alleviate the societal burden of the extraordinary rise of living costs.

Wednesday 27 November

Citizens can defeat disinformation
Disinformation tends to spread among the general public, often horizontally: thus, the best way to tackle this problem is not through a top-down approach, but by directly engaging citizens in discussion and reflection. This is where organised civil society can play a crucial role. The conference will bring together representatives of the Greek authorities, civil society organisations, and EESC members, along with representatives of other EU institutions, and will also involve members of the international gaming community, as well as Greek academics, journalists, social media experts and influencers.

European Migration Forum – 9th meeting
The European Migration Forum – the dialogue platform on migration, asylum and migrant integration – will meet for the ninth time on 28-29 November.

25th CIVEX Commission meeting
The CIVEX commission members will discuss the local and regional perspective in the implementation of the Rule of Law in the EU and have an annual dialogue with the EU agency for Fundamental Rights.

Wednesday 27 November

25th NAT Commission meeting
The following opinion will be discussed and adopted: How post-27 LEADER and CLLD programming could contribute to better implementation of the long-term vision for the EU’s rural areas. LEADER and CLLD are the most local and territorial applications of the European Policies and are the main tools to fulfil the European goals at local level, in rural areas. This opinion will feed into the political work of the CoR on the Long-term vision for rural areas (LTVRA) and into the legislative proposals for the CAP post 2027 expected in 2025.

International Day for the Elimination of Violence against Women
Since the 1990s, the Council of Europe has actively promoted the protection of women and girls from gender-based violence, namely by adopting Recommendation (2002) 5 on the protection of women against violence and by running a Europe-wide campaign on violence against women, including domestic violence in 2006-2008. The Council of Europe Convention on preventing and combating violence against women and domestic violence is the most far-reaching international treaty to tackle this serious violation of human rights. It aims at zero tolerance for such violence and is a major step forward in making Europe and beyond a safer place.

High-level event organised by the French authorities and the Council of Europe on the occasion of the 10th CDADI meeting.
