Monday 26 January

Agriculture and Fisheries Council
The Cyprus presidency will present its work programme and priorities for the first half of 2026. Furthermore, the Council will discuss amending the organic farming regulation as regards rules on production, labelling, certification and trade. After a presentation by the Commission, the ministers will exchange views on the EU Bioeconomy Strategy.

General Affairs Council
Ministers will hear a presentation of the priorities of the Cyprus presidency with a focus on those falling within the remit of the General Affairs Council. Ministers will also hold a country-specific discussion in the framework of the annual rule of law dialogue. Over a working lunch, ministers will hold an exchange of views on the European Democracy Shield.

Thursday 29 January

Foreign Affairs Council
The Council will discuss the latest developments in Russia’s war of aggression against Ukraine, after a short intervention of the Minister of Foreign Affairs of Ukraine Andrii Sybiha via videoconference. Over a working lunch, EU foreign affairs ministers will informally exchange views with the UN High Commissioner for Human Rights Volker Türk. Lastly, the Council will discuss the situation in the Middle East in the light of the latest developments.

A comprehensive strategy for nature-based biodegradable materials

On 26 January 2026, the EESC will hold a public hearing in the context of its own-initiative opinion on A comprehensive strategy for nature-based biodegradable materials to foster circularity and resource efficiency, strengthen the agri-food sector and scale-up the EU bioeconomy. The hearing will invite different DGs from the European Commission and civil society organisations to gather input to contribute to a comprehensive strategy for nature-based biodegradable materials.

Youth in Agrifood Systems – Challenges, Opportunities and Pathways for Transformation
As part of its ongoing work on generational renewal in agriculture, the European Economic and Social Committee’s Section for Agriculture, Rural Development and the Environment (NAT) will hold a dedicated debate on youth in agrifood systems.

Empowered Women for sustainable and fairer Agrifood Systems
In the context of the International Year of the Woman Farmer (IYWF 2026), the European Economic and Social Committee (EESC) is organising a thematic debate during the meeting of its Section for Agriculture, Rural Development and the Environment (NAT).

Public hearing – Union of Equality: LGBTIQ+ Equality Strategy 2026-2030
The EESC will hold a public hearing to examine the recently adopted LGBTIQ+ Equality Strategy 2026–2030. The event will bring diverse stakeholders to discuss opportunities and challenges in implementing the strategy’s actions, enforcement of anti-discrimination norms, and strategies to ensure that EU policy frameworks meaningfully foster the Union of Equality.

Friday 30 January

Hearing on Civil Society’s Role in Supporting Reform under the Growth Plans for the Western Balkans and Moldova, as well as in Ukraine’s Reform Path
The opinion is being elaborated as an exploratory opinion at the request of the Cypriot Presidency of the Council of the EU. The hearing will examine how organised civil society contributes to implementing reforms within the framework of EU’s Reform and Growth Facility for the Western Balkans and the Ukraine Facility.

7th CIVEX commission meeting
The CIVEX commission members will vote two opinions on the enlargement package 2025 and one about the Black Sea strategy. An exchange of views will focus on migration, asylum and integration funds.
