European Council 


Thursday 1 June 

European Political Community Summit
Hosted by the Republic of Moldova, this meeting will be the second one of its kind where 47 heads of state and government are invited to participate. The aim of the European Political Community is to foster political dialogue and cooperation, and strengthen the security, stability and prosperity on the European continent. The three main topics to be discussed is: joint efforts for peace and security; energy resilience and climate action; and interconnections in Europe for a better connected and more stable continent.

Council of Ministers


Tuesday 30 May

Agriculture and Fisheries Council
On the agenda is discussing agriculture; the market situation, especially in light of the invasion of Ukraine. The aim of this meeting is to take stock of the market situation of agrifood products in the EU, focusing especially on the impact of the war in Ukraine. Packaging and packaging waste, droughts in Southern Europe and marketing of frozen products are also include in the agenda.

General Affairs Council
The ministers will start the preparations for the European Council meeting taking place on June 29-30. Also, hearings will be held on the rule of law in Poland and respect for EU values in Hungary under Article 7 proceedings.

Thursday 1 June 

Transport, Telecommunications and Energy Council (Transport)
Agenda highlights include road safety discussions, including a policy debate on the Commission’s proposal for a revised directive on driving licences. Fit for 55 is also an item on the agenda, including the alternative fuel infrastructure regulation (AFIR) as well as the RefuelEU aviation and maritime regulations aiming to move towards sustainable fuels and reducing their environmental footprint. Other items include: the single European sky ‘package’; the revision of the intelligent transport systems (ITS) directive; the revised regulation for the trans-European transport network (TEN-T); and the proposed directive on the Union-wide effect of certain driving disqualifications.

Friday 2 June 

Transport, Telecommunications and Energy Council (Telecommunications)
The first item on the agenda is the digital transformation, including discussions of: the gigabit infrastructure act; the interoperable Europe act; and the cyber resilience act. Connectivity is next on the agenda, including a policy debate on the future of the connectivity sector. Other matters will be an update by the presidency on legislative files, including: elDAS, the data act, and the e-privacy regulation. The presidency will also update and inform the ministers on the outcome of the conference on ‘Sustainable AI and AI for sustainability’ held in Gothenburg on 2-3 May 2023.

As the Commission is presenting its proposals for the Mid-Term Review of the Multiannual Financial Framework 2021-2027 as well as for a second set of new own resources to provide additional revenue streams for the EU Budget later in 2023, the EESC’s ECO section is organising a policy debate to provide input.

The members of the Green Deal Going Local working group will meet in person in the CoR premises to discuss the Governance of the European Green Deal. CoR Digital Masterclass: AI for a Better Tomorrow: Urban Applications, Innovations, and Ethical Considerations
This will be an opportunity to learn from experts, expand your knowledge, and delve into the world of AI driven urban development. Questions that will be addressed include: Can AI contribute to a brighter tomorrow? How do interests of the public and private sphere intersect and potentially clash in this fast-developing field?

European Union-United States Trade and Technology Council (TTC) meeting
The fourth meeting of the EU-US Trade and Technology Council (TTC) will take place, chaired by US Secretary of State Antony J. Blinken, US Trade Representative Katherine Tai, US Secretary of Commerce Gina M. Raimondo, EU Trade Commissioner Valdis Dombrovskis and EU Competition Commissioner Margrethe Vestager. The meeting will include visits to companies with a focus on green and digital transition, and Swedish expertise in sustainability and climate solutions will be showcased.

Thursday 1 – Friday 2 June 

Conference on deep tech entrepreneurship for an innovative, resilient, and competitive internal market
The Presidency and the EIC will host a high-level conference on Deep tech entrepeneurship for an innovative, resilient and competitive inner market. Key challenges to be addressed include: The importance of research-intensive companies for the green and digital transformation; Strategic use and management of intellectual assets; Financing for growth in Europe; and Improved collaboration between small research-intensive companies, large companies and academia.

High-level meeting on Protecting Children: EU support for Reconstruction and Reform of Ukraine’s Child Protection System
The Presidency and the EU are bringing together EU Member Stats, the European Parliament, EU institutions and key stakeholders for a high-level meeting to discuss the situation for Ukrainian children more than a year after the Russian invasion. It will address lessons learned on how to manage the increased pressure to deliver support and key services for children’s safety, rehabilitation and future life opportunities.

Working Group on Equality and Values to meet
FRA will take part in a meeting of the Working Group on Equality and Values, and they are set to discuss citizenship education, including EU values and the European dimension of teaching.

Eurostat task force on the EU gender-based violence survey to meet
FRA will update the task force concerning the progress of the Violence Against II survey, which FRA is carrying out jointly with the European Institute for Gender Equality. The task force will examine the first results and lessons learned from implementing the EU survey of gender-based violence against women and other interpersonal violence.
